Distinguishing Characteristics: This class differs from the Investigator II in that the Investigator III, under general supervision, conducts and completes investigative assignments in accordance with established procedures, whereas the Investigator II performs investigative assignments under immediate supervision, which are limited in scope and involve a limited range of techniques and principles. This class differs from the Investigator IV in that the Investigator III, under general supervision, conducts and completes investigative assignments in accordance with established procedures; whereas the Investigator IV independently conducts complete investigations of felony and misdemeanor cases being considered and/or readied for prosecution. Examples of Duties: Conducts and completes investigative assignments in accordance with established procedures under general supervision for cases being considered and/or readied for court action and prosecution. Investigates complaints of alleged violations of laws and regulations to ascertain extent and nature of violations. Obtains information and evidence; secures witnesses and interrogates witnesses. Makes recommendations regarding the weight of evidence, and the credibility of witnesses. Testifies in court as a material witness. Assists in presenting cases before grand juries and during trials, hearings, and other judicial proceedings. Performs research on laws and regulations. Prepares background information on prospective jurors. Prepares written reports and maintains files of pending and closed complaints, communications, and reports. Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a bachelor's degree in police science, sociology, psychology, public administration, or a related field, and at least 1.5 years of investigational or law enforcement experience. License Requirement: Possession of a valid Hawaii State driver's license (type 3). Knowledge of: Investigational methods and techniques. Basic elements of criminal behavior. The rules of evidence and laws of arrest. Court procedures and legal instruments. The jurisdiction and functions of law enforcement agencies. Interviewing and interrogation techniques. Report writing. The community's social and racial composition. Ability to: Interpret laws, rules, and regulations. Apply investigating principles and techniques. Make sound observations and give testimony. Secure and analyze data. Write clear reports. Understand human behavior psychology. Deal effectively with the public and government agencies.
