Depending on classification, performs a variety of airport operations duties at the basic, or fully skilled, level and may function as a lead worker. Must be “operations certified” by the end of the 12-month probationary period and perform operations duties at the basic level. Attends airport operations recurrent training and performs assigned airport operations tasks. Will have to complete AAAE Airport Safety and Operations Specialist (ASOS) Basic and Advanced courses competencies within one year. DEPENDING UPON THE KNOWLEDGE, SKILLS, AND ABILITIES POSSESSED BY THE SUCCESSFUL APPLICANT, THIS POSITION MAY BE FILLED AS EITHER AIRPORT WORKER 2 OR AIRPORT WORKER 3. Salary Range: Airport Worker 2: $25.56 - $31.80 / hourly; $53,164.80 - $66,144.00 / annually Airport Worker 3: $27.85 - $34.77 / hourly; $572,928.00 - $72,321.60/ annually Department, Division: Public Works Department, Airport Division Union Representation: American Federation of State, County and Municipal Employees (AFSCME) Salary: Effective 7/1/2025 AFSCME positions will receive a 2.8% COLA increase. The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. Must reside in the State of Oregon and be able to report onsite in Eugene, Oregon for work as needed. Schedule: Sunday - Wednesday, 6:00 a.m. - 4:30 p.m. or Wednesday - Saturday, 6:00 a.m. - 4:30 p.m. Must pass a TSA Criminal Background Check and a City of Eugene Background Check. Examples of Duties Performed - Duties may include but are not limited to the following Airport Worker 2 Duties: Performs a variety of airfield maintenance; including airfield pavement striping, surface cleaning, field mowing, pesticide applications, airport snow / ice removal, Wildlife management, rock application and grading Performs a variety of preventative maintenance, and repair assignments; non-electrical repairs to Access Gates including troubleshooting problems and malfunctions in the field; monitors storm water outflow for NPDES permit compliance. Perform Landside duties including; Irrigation and irrigation system repairs, turf maintenance, sign maintenance and installation, pesticide applications, trimming, tree/limb removal, shrub beds maintenance, tree/shrub planting, parking lot painting. Performs minor concrete repair and asphalt maintenance and may conduct pavement condition rating. Performs a variety of minor preventive maintenance and/or repair projects, including welding and carpentry projects. Performs a variety of winterization activities; performs non-electrical repairs to assists journey-level electrician as directed. Performs pipe, tile repair, and open ditch maintenance. Operates and trains other employees in use and care of power tools and construction or snow removal equipment such as tractor with front end loader, mower and snow plow attachments, backhoe, deicer/flusher, and dump trucks. Provides information and assistance to airport customers. Maintains a variety of work records and reports. May provide work direction and guidance to lower level Airport Workers and seasonal employees; monitors work of contractors. May be required to perform work outside in varying and extreme weather conditions while exposed to a variety of hazards. May be required to lift heavy objects and equipment. Depending on hired classification, may act in capacity of an Airport Worker 3 or 4 as assigned. Assigned Airport Operations duties may include any of the following: Additional duties and expectations of Airport Worker 3 : Must be "operations certified" and pass all required proficiencies to perform at the fully skilled level in all required airport operations activities and assignments; attends airport operations recurrent training and exercises; may provide guidance to Airport Worker 2's in airport operation concepts. Has completed AAAE Operations School 1 and 2 or equivalent level of airport approved training and knowledge, or has the ability to demonstrate competencies. Coordinates the airport Notice to Airmen system (NOTAM); prepares, issues, logs, and cancels NOTAM's; directs airfield activities; coordinates with Air Traffic Control Tower. Performs daily airfield, hangar, perimeter, and parking lot inspections; makes corrections and / or submits requests for corrections as applicable. Performs Winter Operations duties as needed including; Runway/taxiway, gate and walkway de-icing, runway/taxiway and roadway sanding, operation of snow plow's, brooms and blowers, able to perform pavement friction tests with Tapley equipment (manual & electronic). Installs and removes X-carts and barricades as needed. Responds to emergency situations such as emergency aircraft alerts or personal injuries; administers First Aid or gathers emergency supplies; completes duties at the skilled Hazmat Training level. (Airport Worker 3 operates with HAZFRO certification); may act as incident command until relieved. Ensures security of facilities and grounds by monitoring /responding to paging alarms, gate and door access control alarms, and checking identification and inspecting vehicles entering the Airport Operations Area. Enforces airport rules dealing with trespass, loitering, disorderly, storage, parking, inspections, taxis, and ground transportation; issues parking citations and authorizes towing procedures for airport parking control; provides airport area auto traffic control. Provides escorts to airfield and into restricted areas. Conducts terminal curb and taxi cab line monitoring. Performs Security Identification Display Area (SIDA) display challenges and records information. Initiation and termination as per Air Traffic Control of SMGCS program; assists with aircraft escorting. Maintains airport operation logs and reports. Performs wildlife management including hazing depredation, trapping, and deterrence; attends firearms training. Monitors construction projects, contractors, and vendors for safety and security; completes on-site inspections as needed. Observes weather conditions; responds as required. If applicable, pesticide applications. Computer and applicable computer applications. Airport Rules and Regulations. Basic airport operations and airfield familiarization. Knowledge of FARs Part 139 and 1542 requirements. Airport Emergency Plan and procedures for responding to a variety of airport emergencies. Skills The ability to conduct regular inspections and servicing of equipment to prevent breakdowns to ensure optimal performance and extend the lifespan of machinery, reducing unexpected downtime and repair costs. Expertise in diagnosing and resolving mechanical and electrical issues that involves systematic problem-solving techniques to identify root causes and implement effective solutions, minimizing operational disruptions. Familiarity with workplace safety standards and practices with the importance of maintaining a safe work environment, reducing accidents, and ensuring compliance with associated airfield rules and regulations Abilities Commitment to providing excellent service to internal and external stakeholders by ensuring that maintenance activities align with user needs and expectations, fostering a positive relationship with airport facility users. Effective communication skills for vital discussion of maintenance issues, coordinating with team members, and reporting to management Willingness to work flexible hours, including nights, weekends, and holidays. Perform skilled airport maintenance duties, which may include facility, grounds and airfield maintenance activities. Follow applicable safety processes. Operate specialized equipment and power tools as applicable to the area of assignment. Work independently or as part of a crew. Communicate effectively with employees, regulatory staff, airport tenants and patrons. Prepare written records and reports. Understand and follow oral and written instructions. Perform physical work outdoors in varying weather conditions. Provide and wear personal protective equipment. Be available and respond for emergency call-back as necessary. Respond calmly to emergency situations. Exercise good judgment in a highly complex safety-critical environment. Successfully pass a TSA fingerprint-based criminal history background check. Attend required airport operations training and exercises to become "operations certified".
